    4      c             celery -- diagonally sliced
    1                    cucumber -- peeled and sliced
      1/4  c             sliced scallions
      1/4  c             salad oil
    1      tbsp          white vinegar
      1/2  tsp           salt
      1/4  tsp           garlic powder
      1/8  tsp           ground black pepper
      1/4  c             sour cream
    1 1/2  tbsp          catsup
 
 In a medium bowl, toss celery with cucumber and scallions; cover and chill.
 Combine oil, vinegar, salt, garlic powder, and black pepper; mix well.  With a 
 fork or wire whisk beat in sour cream and catsup until smooth.  Spoon over cele
 ry salad just before serving; toss gently.  Yield: 4 cups.
