    3      tablespoons   flour -- (3 to 4)
    1      cup           milk -- or other liquid

 Blend the melted fat and flour thoroughly, add the cold milk or other liquid an
 d salt.  Heat and stir constantly until thickened.  Cook over steam for 10 minu
 tes longer.
